This association was formed in 1916 to campaign for a war bonus for civil servants with salaries in excess of £300 per annum. In November 1920 it concluded an amalgamation agreement with the Association of Executive Officers of the Civil Service. Under this, full amalgamation commenced in January 1922 after one year in which the officers and executive committees of the amalgamating associations ran the new body jointly.
