The government White Paper 'Managing the nuclear legacy - a strategy for action', published in July 2002, proposed the establishment of the Liabilities Management Authority to implement policy in this field. This body was created with the title of the Nuclear Decommissioning Authority in July 2004 under the Energy Act, and in April 2005 it took responsibility for the sites operated by British Nuclear Fuels plc (BNFL) and the United Kingdom Atomic Energy Authority (UKAEA).
