The National Joint Council for Local Authorities' Administrative, Technical and Clerical Services was established 18 September 1936. Its name was changed to National Joint Council for Local Authority Administrative, Professional, Technical and Clerical Services in 1944.
On 27 November 1947 the Local Authorities' Conditions of Service Advisory Board (LACSAB) was established to co-ordinate the activities of the employers' sides of this and the other local authority employer/staff negotiating bodies and to provide a joint secretariat. On 1 April 1991 LACSAB merged with the Local Government Training Board to form the Local Government Management Board, the depositor of these records.
