The Committte held its inaugural meeting on 27 Oct 1953. The Local Authorities' Conditions of Service Advisory Board (LACSAB) (succeeded by the Local Government Management Board, the depositor of these records, in 1991) co-ordinated the activities of the employers' sides of this and the other local authority employer/staff negotiating bodies and provided its secretariat.
