Baker (1807-1886) of Hardwicke Court, near Gloucester, was the initiator of the 'Berkshire system' for the suppression of vagrancy and opened a reformatory school at Hardwicke in 1852. He advocated numerous reforms that were subsequently carried into effect [Boase, 'MEB', supp. vol.].
