"Special areas" were areas identified by the government as having particularly high levels of unemployment and social deprivation, and included South Wales, Tyneside and Cumberland. The report includes an economic survey of the areas, information about industrial policy, facilities for industrial development, 'sub-economic' employment (e.g. allotments), health, housing, agriculture and schemes for social improvement.
