The Health and Handicap Advisory Panel at its meeting on 12 September 1983 felt it appropriate to formulate this Project Group to consider BASW's policy with regard to services for mentally ill people and to produce a document entitled "Services for Mentally Ill People". The Group held its first meeting on 1 May 1984. The mentally ill were defined as those who had been or ought to have been referred to psychiatric services. The purpose of social work and social service intervention with this group was defined as "Keeping people out of hospital except where admission is appropriate. Ensuring that people stay out of hospital when discharged.". The Group decided to produce a number of papers.
