The panel was already in existence before the first meeting in this series in February 1980. It administered the Advice and Representation Fund, a levy that was paid from 1977 by members to fund the Advice and Representation Service. The fund was originally established by the Salaries and Service Conditions Committee. The panel reported to the Membership Services Divisional Committee.
