These papers appear to have been assembled by George Foggon and Edward Barber both members of the Control Commission for Germany, Manpower Division based in Berlin in 1945. Barber became the Director of the Industrial Relations branch. The papers may have been gathered together for a book by Foggon on post war industrial relations and German trade unions. Foggon corresponded with other members of the division and collected original documents and copies of material, possibly for a history of the Division.
