The Federation was formed in 1891 by a number of societies, including the Associated Blacksmiths of Scotland, whose members at that time did not wish to join the Amalgamated Society of Engineers. Its main role was in arbitrating in demarcation disputes between member unions. It was reconstituted as the Confederation of Shipbuilding and and Engineering Unions in 1936.
