The Working Party was set up by the Professional Development and Practice Committee in April 1974 "to identify, describe and define the social work task, and to make recommendations concerning the implications of their findings for practice, with particular reference to the appropriate functions of trained and untrained social workers and of other staff providing fieldwork social services, and to the development of specialisations". At its first meeting, it expanded its terms of reference to include social workers in residential and day-care settings.
